Inheritance Tax Changes – how Heald is working for farming families

Two Piglets

Chancellor Rachel Reeves has proposed sweeping changes to inheritance tax in her Autumn Budget. These changes if implemented will potentially trigger the break-of family farms causing profound consequences among rural communities.

On Friday 11th July, David Dees and Chris Chandler, both of Chandler Ray solicitors, now part of Heald Solicitors, attended a working party at the NFU’s offices in Buckingham. The meeting was hosted by John Bloomer, Mark Wheeler and Nathan Boyd from the NFU. Also present was local MP Callum Anderson (Labour), who wanted to understand from a farming perspective the impact of the proposed changes. It was explained in great detail how these impending reforms could disrupt the future of farm ownership, succession, and long-term rural wealth.

What’s Changing with Inheritance Tax?

It has long been the case that agricultural property can be passed from generation to generation without triggering an inheritance tax charge. In addition, it has long been the case that business property was treated in the same way. It is now proposed that these reliefs will be added together and capped. The level at which tax will bite is so low, given even modest land values, farming families will need to sell land to pay the tax.

This is not just about numbers. It's about multi-generational family businesses, food security, and the preservation of rural economies—and Chandler Ray and Heald are at the forefront of the fight.

Heald's Role: Real Legal Advice For Farmers

During the meeting at the NFU various proposals were put to Callum Anderson MP in the hope that this lobbying will make real changes to the planned legislation.

In their day jobs David and Chris are urging farming families to take stock and put in place plans urgently before it is too late. A number of steps can be taken now including:

  • Review the ownership of farming assets
  • Formalise previously informal farming businesses
  • Strategically restructure assets
  • Planning for succession and family wealth transfer
  • Using Family Investment Companies (FICs), a powerful tool for modernising farming business structures and mitigating tax risk.

Chandler Ray’s expert team is already navigating these changes with clients—helping them to be protected and prepared before new rules come into effect.

A Collective Voice for Fairer Taxation

Both Chandler Ray and the NFU made strong, evidence-led arguments during the meeting, advocating for a policy rethink. Together, they are lobbying the Government to reconsider its approach to what many view as an unfair tax burden on the UK’s farming backbone.

Their message was clear: farmers contribute more than just produce—they foster community, heritage, and sustainability. Hitting them with sudden tax changes is not just short-sighted, it’s counterproductive.
